The two figures face each other, seemingly hooking fingers to make a promise, yet their little fingers are severed. The most basic act of trust has already disappeared, leaving only the hollow form of a promise. The severed fingers symbolize meaningless treaties and a loss of trust in international relations.
The principles that once sustained the postwar international order are fading, and agreements between states remain in form but not in substance.… Although we continue to believe in treaties as foundations of the international community, power ultimately governs reality. In this ruthless landscape, the question of what we can truly trust remains unresolved.
