About this artwork
This is a view of a Floridian laughing gull (the name reflects the laughing-like sound this bird makes) sitting on an outdoor perch. It's a breezy day, and the bird's feathers are fluttering in the wind. They reminded me of petticoats, hence the name of the painting.
